This paper reports that a Scheme has been set afoot in the U.S. for the introduction of Chinese Coolies from Hongkong to supply the demand for labour which has arisen since the Emancipation of the slaves.

The recent legislation by the foreign government would preclude any Emigration from Hongkong under the Emigrants Contract Ordinance for British Colonies.

It is requested that the inclosure in Mr Thornton's despatch, being original, may be returned to this Office when done with.
